Could someone please explain to me why it is dangerous to talk on a mobile phone using a hands free kit but not dangerous to have a conversation with a passenger in your car?

Because your passenger can see what you see and will shut up if you are in traffic or will shout at you if you are doing something dangerous.
If you think danger will make my children be quiet you are sadly misinformed....
